MLA Mussoorie raises two questions on the floor of the house during Uttarakhand assembly budget session at Gairsain

On the second day of the Uttarakhand Assembly session, Mussoorie MLA Ganesh Joshi raised two questions related to social welfare department in the house.
In his first question, MLA Joshi asked the social welfare minister that the eligibility for old age, widow and Divyang pension given by the Department of Social Welfare has an obligation of income certificate of Rs. 4000 in which the beneficiaries find it difficult at tehsil level to make this income certificate. He requested the house to direct the department concerned to increase the income limit or not to make it difficult while granting certificates at tehsil level. In a written reply given by the Social Welfare Minister stated that the pension eligibility requires an income certificate up to Rs. 4000 but increasing the income limit will depend on available financial resources.
MLA Joshi later said that the government will make efforts in this direction so that the people can get the benefit of the scheme.
In his second question, MLA Joshi sought details of the amount to be given by the Social Welfare Department for marriage of daughters of women receiving SC, ST and widow pension from the Social Welfare Department. He asked whether the applicant who received this amount should be holding an income certificate as it is a very difficult task to make an income certificate of Rs 1250 in present time because even Patwaris are of the view that it is not possible. MLA Joshi said that for this reason, people residing in rural and urban areas are not able to get the benefit of the scheme. MLA Joshi also asked that the government that would it consider increasing the income limit for grants to be given for marriage of daughters of SCS, STS and widowed women.
The Social welfare Minister informed that an amount of Rs. 50000/-is given by the Government for marriage of daughters of SC, St and widowed women. He also admitted that an income certificate of Rs. 1250 or BPL certificate is required for this purpose. On the question of making an income certificate of such a low amount, the minister informed that based on the enquiry title of the Department of Revenue or Patwari, the income certificate is issued to the applicant by Tehsildar to benefit the actual beneficiary. On the question of increasing the income limit in the income certificate, the minister said that it depends on the financial resources with the government
